I was wondering about that spotlight effect Guil uses to inspect the pixel sizes

If you're talking about the little circle type spotlight when the screen dims, it's not actually inspecting pixel sizes or anything else.
It is simply a screen-cast version of a laser-pointer. Guil is using it to point out what/where he applying a change. Many of the instructors use that in their screen-casts to focus attention on what they are working on.
