hill_valley = naive.astimezone(pacific)

The key here is that astimezone can only be applied to timezone aware date times. So you need to "replace" a None timezone value with the pacific one you just created. Think of this as converting a date time from naive to time zone aware.

naive = datetime.datetime(2015, 10, 21, 4, 29)
pacific = datetime.timezone(datetime.timedelta(hours=-8))
hill_valley = naive.replace(tzinfo=pacific)
