What's wrong with my code?

I've been trying for two days now and I don't get what's wrong in here. Could someone kindly explain it to me?

pytzstring.py 
import datetime
import pytz

fmt = '%m-%d %H:%M %Z%z'

local = pytz.timezone('US/Pacific')
starter = local.localize(datetime.datetime(2015, 10, 21, 4, 29))

You're very close. local needs to be set to the final solution.

import datetime
import pytz

fmt = '%m-%d %H:%M %Z%z'
starter = datetime.datetime(2015, 10, 21, 4, 29)

pacific = pytz.timezone('US/Pacific')
local = pacific.localize(starter)
