What's wrong with my legends tag?

My second set of legends tag, the comment one, is reported as wrong but it seems right. Can someone point out where I've gone wrong?

Hi Gavin, I think the issue is you have declared a third fieldset around the submit button when it is not needed, if you remove that it should work, like so:

 <fieldset>
         <legend>whats on your mind</legend>
      <label for="comment">Comment:</label>
      <textarea id="comment" name="user_comment"></textarea>
        </fieldset>
<button type="submit">Submit Comment</button>

Obeviously theres nothing wrong as this :

Should in in a html form..
