When we build API and when not ?

In this course we will build an app where people can add a course and review. In last course we was build a social app with adding posts, there was personal wall of posts etc. I do not see a diference between this app and app from Building a social network. Why in this course we build API and in last course not ? When we build API ? In the internet you can find a definition of API that this is something which we build for other apps and example like loging into a page via log with facebook account. In my mind it is not the same like app from this course. Can somebody explain me when exacly we want to build API and when not ?
