Why localization of most software products sucks?

I'm from Moscow, Russian is my native language but I've been always using English versions of OS on all of my devices. Today just for an experiment I switched my iPhone and Mac to Russian. I was surprised how bad is localization of all those major products and web sites/ desktop apps we use. Why? Localization is an important part of UX. Is it only that bad with Russian or with other languages too?

I'd imagine it has more to do with the fact that Russian isn't as popular a language as, say, Spanish. I think it also has to do with the availability of translators. I'm sure it won't always be this way, and with help from websites like Team Treehouse, the education of coding and computer sciences as a whole will become more widespread and make localization, among other things, much better.
