231,007 PointsI'm sure it has nothing to do with the location, there are students all over the world.
But perhaps you're using a kind of card they don't take. Or if it's one they do take, perhaps you need to set it up with your bank so that electronic purchases from vendors in other countries are allowed.
If not easily resolved, you might try contacting the Support folks for assistance.
