Without CSS, the 'textarea' is not lined up with the other input boxes - is this normal?

When I view the form without CSS, the input fields appear inline to each other. When I add the 'textarea' element it also appears inline but the bottom of the box starts a few cm higher than the bottom of the other input boxes. Resizing the textarea results in the top height increasing but the bottom remains slightly offset. Is this a normal function of textarea? Can anyone explains why textarea would behave like this?
